advertisers pay for the publishing of the original document. the publisher pays the authors.

if another source takes it and reuses it for free, then that second source is benefiting from the content by drawing in users and advertisers of their own, without any remuneration given to the original author or publisher who made that content availability possible.
there is a lot of hard work involved in writing and publishing.
