The House-passed bill requires people to have health insurance, unless they are below a certain income threshold ($9,350 for singles, $18,700 for couples in 2009). Those who don’t get coverage will be subject to a tax of 2.5 percent of their adjusted income beyond that threshold, up to the cost of the average national premium.
ONLY if someone is subject so such a tax AND they refuse to pay it could they be subject to penalties. But, they aren’t penalties for not buying insurance - they are penalties for refusing to pay the resulting tax.
Those penalties are NOT anywhere in the House bill itself. Rather, they are sections of the current Internal Revenue Code, laying out the consequences of willful tax nonpayment. Those penalties include jail time, but they apply only to proven incidents of willful tax evasion.
And, in the Senate, the Finance Committee’s health care bill was amended to nullify the possibility of jail time for not paying the penalty tax.

if you don't buy insurance and if you don't pay the tax, you are subject to normal irs procedures and penalties. pelosi pushed this through the house, but the senate is uncertain.
so today, no one will end up in prison for not buying insurance. about the future, we don't know yet.
the house version is free money for the insurance creeps and is insulting to all of us. -

To me if your going to make having insurance mandatory it should be provided. This is where keeping the insurance industry the way it is doesn't work. Let the Government provide Catastrophic coverage and the insurance companies provide gap coverage to those who can and want to afford it. Create a payroll tax for the premium. Supply it to all citizens. Simple.

I believe people should have health insurance paid for by themselves if affordable. Same as driving a car. I don't want to pay for other people's irresponsibility. BUT....this 'plan' seems to me to be a way to subsidize the insurance companies to make up for their 'losses' when they're forced to stop dropping people for 'pre existing conditions.' Prices aren't going to drop for health care as long as profit is the motive of these companies. Can't figure out why some people just don't 'get' that.

Remember That Health-Care Bill That NEVER Funded Abortion?
Another Mass. candidate for U.S. Senate says he won't vote for the house bill unless the Stupak amendment is gone and the bill once again funds abortion.
Interestingly, he's Rep. Michael Capuano — who already voted for the bill as amended Saturday night.

The proposed tax would be new, and ONLY applicable to people who are subject to the tax but REFUSE to pay it.
Regarding the abortion baloney --
There is ALREADY a FEDERAL law that prohibits federal funds being used to fund and/or pay for any abortions.
The health care reform bill would be subject to that law, so any amendment to state that public funds would not cover abortions is REDUNDANT and SUPERFLUOUS.

So the left-leaning factcheck.org (which lies by omitting facts and improperly interprets data) says you can't go to jail for refusing buy insurance. That's hilarious because refusing to pay the illegal tax for insurance you're not getting anyway is exactly the same thing as refusing to buy the insurance in the first place. So yes...you can be put in jail for it.

IF the bill becomes law, the tax will be LEGAL. The tax is for people who REFUSE to buy insurance when they CAN afford it. So, sorry, but it is NOT "the same thing".
But all that may be too complicated for you to comprehend.
Stop making accusations that you can't validate.
