Take South Africa for example. When it was under National Party rule, it had all the power it needed - in fact, it was able to produce its own oil and gas, which is partially why it held out against international sanctions for so long.
Now that South Africa is under ANC rule, there are running brown-outs and black-outs constantly there.The national power company, Eskom, is a joke, rife with corruption and incompetency.
I'm sure this is the reason why the rest of infrastructure in Africa is in the state it's in.-

A joint study just released by the bank from Washington cited examples of infrastructural challenges in the continent. African consumers pay twice as much for basic services as people elsewhere in the world.
Obama belonged to a congregation that believed : " 4. A congregation with a non-negotiable COMMITMENT TO AFRICA."
It will be interesting to see if this enters into the discussions about giving Africa money.

My suggestion would be that the African leaders best set up some lemonade stands to earn that money. Or maybe they could sell some of their diamonds - I believe they have some diamond mines there. I sure don't want US tax dollars going there for their infrastructure when some of ours is falling down. If they can find an honest politician, they can take care of their own.

Never fear, our GOVERNment will once again steal your money for the good of the NWO while ignoring the free market good which was the USA. I frankly couldn't care less what the World Bank "needs", it is not their privilege to rectify anything. BTW the article didn't even mention the USA cost for the "basket of services", which is WAY above Asia and Africa.

I can't claim to be any expert in the nature of GOVERNments in Africa, but it's a great bet that their own ineptitudes of Force are the problem. Getting the UN involved with just add to the MESS. -

The Truth hurts. Having conducted business in Africa. I can honestly say Africa is it's own worst enemy. Within the political population there higher percentage of thieves than in any of our prisons. The have more natural resources than any other continent. Any moneies going to anywhere in Africa will most likely end up in Switzerland.
